- Abstract
This paper analyzed the change of domestic refugee situations in the Korean society from the 1990s to the present. The results show that the refugee-related incidents shifted from boat people flowing in from Vietnam in the 1990s to North Korean refugees since 2000s. Recently, the discourse about domestic refugees has rapidly changed to highlight Yemeni refugees who came to Jeju from 2018. Throughout the change in the discourse of refugees in Korea, refugee issues that dealt with as an overseas news became a domestic one, thereby leading to the amendment of refugee laws and systems. In the case of Jeju where refugee issues are currently concentrated, the “Visa Free Entry” system has become an unforeseen variable, which is further complicating local issues. It was confirmed that the politics of mobility is unequal to the refugee and produces the result of another unexpected mobility-immobility.
